Created from a spent casing and solid copper (It is not a sheathing overlaid on lead.) bullet combined with a twist mechanism for this different writing instrument. This is a writing instrument. It is inert and cannot be fired. The grip section is solid copper, not a lead core. It does not have any tracer element, either.
